For the first point , I opened https://github.com/curl/curl/pull/8927 with a
rebased version.
I can add all needed developer as collaborator on my fork gvollant/curl

1. "This branch cannot be rebased due to conflicts"

2. It's a super big change for "just" adding TLS 1.3 support so this really
needs more eyes and thumbs-up from people knowledagable in the area.

But there's no doubt that we would like to see this feature landed.
