help making a cmake check for _Atomic?

Hi,

Yesterday we made curl_global_init() tread-safe[1] !

This is awesome for users everywhere, but unfortunately the function is not
yet thread-safe when built with cmake so it would be awesome if someone could
take a look here and help out:
