I would suggest you bring up design and development questions on the
curl-library list, which is dedicated for that.

This subject has been brought up regularly for decades.

No one is strongly against it, but since curl builds and runs on everything, a
non-dlopen system would still need to be there for them, and then we make
things fairly complicated. No one has signed up to do that complicated work,
or managed to convince the core project people that this is an idea worth
spending all that effort on.
