installing 8.1.1 error

When trying to install 8.1.1 on a RHEL 7 server I get the following
error when running. no issue with 8.1.0
./configure --with-ssl
checking run-time libs availability... failed
configure: error: one or more libs available at link-time are not
available run-time. Libs used at link-time: -lssl -lcrypto -lssl
-lcrypto -lz
I have tried this on two RHEL 7 servers, both fail.
