If you want to replace a package with another package, use "swap" command:

# dnf swap curl-minimal curl-full

"install" command prevents from removing packages by design.

Because "curl" and "curl-minimal" only contain /usr/bin/curl tool. Not curl
library. The tool relies on the library which implements the various
protocols. It's libcurl-full/libcurl-minial what matters:

# rpm -qa | grep curl
python3-pycurl-7.43.0.6-8.el9.x86_64
libcurl-7.76.1-23.el9.x86_64
curl-minimal-7.76.1-23.el9.x86_64
# curl --version | grep ldap
Protocols: dict file ftp ftps gopher gophers http https imap imaps ldap ldaps mqtt pop3 pop3s rtsp scp sftp smb smbs smtp smtps telnet tftp

# dnf swap libcurl-full libcurl-minimal
[...]
# rpm -qa | grep curl
python3-pycurl-7.43.0.6-8.el9.x86_64
libcurl-minimal-7.76.1-23.el9.x86_64
curl-minimal-7.76.1-14.el9.x86_64
# curl --version | grep ldap
