When it comes to h3, I would recommend using the latest git of all main
components: ngtcp2, nghttp3 and curl.
When I try this now, your command line works for me with this curl:
$ curl -V
curl 7.84.0-DEV (x86_64-pc-linux-gnu) libcurl/7.84.0-DEV OpenSSL/1.1.1k
zlib/1.2.11 brotli/1.0.9 zstd/1.5.2 c-ares/1.18.1 libidn2/2.3.2 libpsl/0.21.0
