tweaking the release date, again

Hey,
I just realized that the planned pending release date for curl 8.19.0, March
4, is not going to work nicely for me. I thus propose we push the date away
one week to March 11 instead.
I will do a talk at the NDC conference in Oslo on the 5th so I will travel on
the 4th. See also:

I'm not actually proposing that it *MUST* be me doing the release, but I think
it will be calmer and safer to not do it at that date.
We can do the following cycle a 7 week one and stick to that date, April 29.
