One reason could be that some current LTS distros, like RHEL8, ship and
maintain older OpenSSL versions as their base libraries. That would raise the
bar to v1.1.1 which is the oldest (that I know of) still in LTS outside of
OpenSSL. That being said, I don't have strong feelings either way.
