It does, but this support has not yet been shipped in a curl release.

curl 8.14.0 is expected to be the first curl release with support for ngtcp2
using OpenSSL 3.5's QUIC API. Due to be released on May 28, 2025.

In the meantime, this can of course be tested using curl from git or a
curl daily snapshot: https://curl.se/snapshots/
