I suggest we continue this discussion outside of these mailing lists, as it's
too Debian-specific for them, I will at least send this reply so the question
is not left pending in the archives.
The tests are run for r-cran-curl, and here you can see the logs for amd64,
showing that no regressions were spotted for the RC release:

So I don't know what happened to the previous cases, but if there's an
autopkgtest, regressions should show up to the curl maintainers and the curl
package would not migrate to testing automatically.
