Hi Kevin,
Unfortunately I don't have access to windows in a fashion that would
make it possible for me to alleviate any of these issues. Personally
I'm not a big fan of Windows or Microsoft in general so in regards to
Windows support i'm probably not the best person. That doesn't mean
Windows support should lag in any manner however. If you happen to
have patches that you think are useful can you please send them to me
and I'll try and get something setup in a virtual machine. Or for that
matter anyone interested in helping along with this platform is free
to contact me or the list and I will do whatever is necessary to make
sure that Windows support is indeed shored up.

One of the great things about curl is not only being able to do NTLM auth, but to auth as the current user instead of having to provide username/password. AFAIK there is no other way to do this from Python (e.g. python-ntlm doesn't support it). So, it's unfortunate that pycurl doesn't expose this.

Unfortunately I hope that is not the case but if it is so then you
have my apologies. Soon as someone comes along who is interested in
making Windows work better with PyCurl then hopefully support will be
better here. Until then, again my apologies.
