RE: running tests under Cygwin

For what it's worth, this particular issue is already mentioned
at the bottom of the Cygwin download page:
http://www.cygwin.com/download.html
Perhaps that wording could be borrowed?
I do realize that few Cygwin users would have ever read this page
though, since there is a setup.exe that does things "for" you...
I also don't have any clue where this tidbit belongs within
curl.haxx.se, since it's a Cygwin only problem (neither the
normal zip source archive nor the Win32 binaries are affected
by this issue).
