curl is not an HTTP server - it's only an HTTP client. Getting SSL support on your web server is up to you, and is not an appropriate topic for this list (IMHO).

One can be downloaded from the curl web site, but at the moment I can't find it. So, I'll attach a zipped copy in a followup note to you. Hopefully, in a future release of the win32 curl binary build, this file will be a standard part of the distribution.
Read the curl manual (curl.exe --manual) for information on the --ca-cert option, or the -k option (if you'd like to not use a cert bundle).
