Have you ever spend a short time to review CMake documentation related
to cross-compilation?

I'm unable to find two variables suggested in the documentation
CMAKE_<LANG>_COMPILER_TARGET

set(arch ntoaarch64) # here should be target arch for cross
set(CMAKE_C_COMPILER_TARGET ${arch})
set(CMAKE_CXX_COMPILER_TARGET ${arch})
