meta-data about all easy options!

Hi!

As was brought up and discussed in our curl up Zoom meeting, we are working on
a new API for libcurl that exposes (meta-) data about all existing libcurl
easy options, for the purpose of for example bindings to better know what type
to use and to enable them to easier adapt to the currently running libcurl
rather than the version that was available when the binding was built.

We're especially interested in feedback (positive as well as negative) from
more binding authors or others in similar positions who believe this sort of
API can be useful. I want to make us please as many users as possible when we
ship this. (Merge-date not yet decided.)
