And again a mistake on my end.. this is not my day.

Makefile.vc already has DOS-style line endings.
MakefileBuild.vc has UNIX-style line endings.

BUILD.WINDOWS.txt and gen_resp_file.bat are also correctly using
DOS-style line endings.
