That would result in libcurl using a wrong (old) address to a host for a given
name. So it would entirely depend on what is then on that old address. If
there's a new host there, libcurl will connect to that instead of the correct
one. If not, or if if just doesn't listen to the same port number, libcurl
will get a connect failure.

No, as it can't really tell if it was a "DNS cache failure" or just a normal
one...
