It's a small proportion of all users, but a significant number.
Google's report in 2008, "Global IPv6 statistics - measuring the
current state of IPv6 for ordinary users", used experimental
measurements done on users of their services to estimated about 1
million IPv6 publically connected clients in 2008.

That does not count local connectivity (such as within a campus) or
IPv6-over-IPv4 VPNs.

For libcurl purposes it is not relevant how long it takes to be
"everywhere".
