The key is in your config.log. It shows what tests that were done to check for
OpenSSL and it also shows what failed. Investigate that.

You most probably don't provide the correct path for configure to look for
OpenSSL in. Note that you of course need to point to a likewise cross-compiled
version of OpenSSL.
