I would neither make it the default for Windows builds, at least for 7.20.0

The problems we're most likely to encounter are in the configure
script department ensuring that the posix thread checks don't screw
everything else even when not using the threaded resolver.
If the threaded resolver patch regarding the C code is rock solid or
not is not very important at this point, it will get fixed if the need
arises, compared to what I've mentioned before.

I'll commit it to CVS January 21; Hopefully with all configure issues addressed.
