The same way as other functions check for specific function
capabilities, the getaddrinfo function check now will also attempt to
find out if it happens to be threadsafe.

Other bits, pieces, and comments will follow as time permits and what
is committed to CVS works as expected. Just be patient we'll get
there.

For now let's see if the getaddrinfo hard-coded threadsafe detection
logic works fine enough for the autobuild systems, and anyone else
which someone might report.
