Before starting this, I have to check weather the server is reachable or
not i.e i am able to connect to server or not.

What would be the optimal and safest way to detect whether a server is
reachable?
In my case an html server. Request some header data?
I have the impression that the name look-up sometimes at first needs
considerable time to start up.
