Here's why there's been no release yet:

I'm having some trouble over in c-ares land to get the final quirks fixed, and
since the upcoming libcurl will need a new c-ares for asynch resolves, I
intend to get c-ares 1.4.0 shipped first, then libcurl 7.16.3.
