it seems option CURLOPT_CLOSEPOLICY never returns CURLE_OK when pass CURLCLOSEPOLICY_OLDEST to it

Hi, all
version curl 7.16.0
In my application, I found the option CURLOPT_CLOSEPOLICY never returns
CURLE_OK when I pass CURLCLOSEPOLICY_OLDEST to it.
Does anyone have the same problem? Or maybe someone can have a try or test
with it, and tell me the result, thanks.
