Do you have the same or similar versions/setup as Gregory does?

The function call that fails is SSL_CTX_callback_ctrl() on or around line 1170
in lib/sslue.c. I suggest you build a debug version of curl and run it with a
debugger and single-step from that point in libcurl to see if you can
understand why OpenSSL returns error on this (seemingly) simple function call.
