Sorry for the delay. The file in question is so trivial, and idiomatically
so common, that it's like copyrighting `int main() { return 0; }' in C!
Every document that has to do with DLLs in Windows platform has this
snippet in it, and I don't see any reason why libcurl folks can't just
write the 5 lines to avoid the copyright/licensing issue.
