According to my understanding, the file originates from the
dllhelper package [1]. I have been unable to find any licensing
information there.
The file is not distributed under the terms of the GPL, because
this must be explicitly mentioned (preferably by adhering to
guidelines in the appendix in GPL.)
Strictly speaking, the copyright holder (FSF) has not granted any
rights at all, and everybody using this file, except FSF and those
that have obtained a grant directly from the FSF, are in violation
of its copyright. On the other hand, the FSF has not excluded any
warranties and liabilities. As I don't believe that the FSF wants
to be held liable, I assume that the lack of licensing information
is an oversight.
The question is now, what terms actually apply to the file?
