pycurl version 7.12 has been released.

this release is mainly a code cleanup release to ease further maintenance:

  * gc support is always enabled since the gc related bugs seems to be
    resolved.
  * pycurl requires python 2.2 or newer and libcurl 7.11.2 or newer.

if you want to use pycurl with an older version of libcurl and/or python
than required by this release, please consider using pycurl-7.11.3.
