We've been having some issues since the last update to curl over in
freebsd-land. It appears that the update + our Phabricator (running
HTTP2) instance is having a lot of problems.

Most users have *downgraded* to work around the issue and we poor admins
are at a loss as to how to proceed. The server doesn't appear to be
"the problem" as users started reporting issues in the bugtracker after
their *clients* were updated.

Any suggestions on how to debug further would be welcome.
