curl uses libssh2 for SCP and SFTP functionality.

The libssh2 project was only recently improved to build and run fine on VMS
(code present in git and daily snapshots only, not yet in a release archive),
but I'm not aware if anyone yet has built or provided a curl using that
libssh2 for VMS.
