Thanks for everyone who wrote on and off the list. Turned out that
this issue has neither to do with Openbasedir nor with any other
security setting. Just that while a recent curl was installed on my
system, PHP was not recompiled to use that library. My bad. I've
recompiled and bob's my uncle.
