AFAIK this is the nearest there is to a spec on cookies:

Basically it's a bastardised version of the HTTP date spec: nearly the
same but watch out for a gotcha or two. Some sites use the plain HTTP
date format and other sites make up some complete rubbish and expect it
to work. And astoundingly it does, in *most* browsers ... (but not all)
