Sorry... My bad.

The -Z (uppercase) is an invalid option. The -z (lowercase) always
retrieves the file regardless of the date/time of the target filename
following the -z option.

It looks like the code is actually there to support -z for FTP (although
the command used to obtain the file time may not be supported by all
Have you tried it? The documentation probably needs to be updated.
