Specify the outbound port in Windows

All,
It seems that Curl uses local ports randomly.
I see a patch was written to allow a Red Hat user to specify the
outbound port with --interface command but sadly I am writing this for
windows.
Is there any way in windows to specify which port curl uses so I can
get through my firewall. Thanks for any help.
I am using 7.13.1
