Indeed we (I) did. FTP-SSL is completely broken in 7.13.1.

If you can try the most recent CVS version (or tomorrow's daily snapshot), I'd
be happy. I believe I've fixed the immediate bug, and also a related problem I
found while fixing the first one.

(And thanks for the test account, it made it very easy to detect and work on
this problem!)
