I disagree. For these reasons:

1) Using --proxy "" to override a set environment variable is a test case in
   itself. As is using an environment variable instead of --proxy.

2) We have multiple test cases already that use --proxy, adding --proxy ""
   will mess them up.

3) The test suite is better off using an as clean and controlled environment
   as possible anyway. We should switch off everything that affects curl, to
   switch them on one by one for specific test cases to verify their
   functionality.
