Summary: support for name:password in *_proxy env var

Initial Comment:
it is not possible to specify username and password for
authenticated proxy where proxy url is expected (ie. in
environment variables).

this wish has been reported against the curl debian
package, bug #193630.

patch is provided to add this feature.
