Trying to download authenticated file

Using the default install on Mac OS 2, version curl/7.7.2
(powerpc-apple-darwin6.0) libcurl 7.7.2 (OpenSSL 0.9.6b)
Attempting to download a file using curl -u xxxxxx:password -b nocookie
-vLO http://domain.com/sys/div/file.pdf
from an extremely paranoid company.
I get following:

I get a pdf file with text showing a 403 file explaining the browser
needs cookies???
I would appreciate any help, even to giving the actual direction to
look for problems.
