If you're on a windows platform, use Microsoft's MSXML components.
 
I'm pretty sure there exist Perl modules to handle SOAP also.
 
Of course, since SOAP is built on top of HTTP, there's no reason someone (perhaps you?) couldn't write a wrapper library around libcURL that could add on the SOAP processing smarts.
