  Try looking at the file in some different editors. I know WordPad works
okay when Notepad shows lines run together with boxes. You can probably
just save the file then. If that doesn't work try vim (or stevie or
whatever) and do a :set textmode and save it. If you don't have those
but you have some other editor, give it a try.
  Then again, the file might work for whatever purpose you downloaded it,
even if it doesn't look pretty in NotePad. (E.g., if it is an HTML file
your web browser should render it fine.) Maybe you can ignore the problem.
