Since I had to ask around and do some searching in order to do that,
here's a blurb that could be added to the contribute file:

When you want to add information to the help file, make your changes
directly
to the docs/curl.1 file, then, from the curl/ directory, run this
command:
nroff -man docs/curl.1 | perl src/mkhelp.pl docs/MANUAL > src/hugehelp.c
