Summary: -m no longer works with telnet in v7.9.8

Initial Comment:
The -m parameter has suddenly stopped working when
using telnet with curl version 7.9.8. When using curl to
connect to port 22 via telnet (to grab SSH banners), curl
now refuses to drop the connection, even when the -m
parameter is specified. This makes curl hang my
scripts which use it to grab SSH banners. This was
never a problem before. Even if I specify "-m 1" curl will
never terminate the connection.
