Please ignore my previous response to your question - sorry I misunderstood the question.
When I used "ssh" to login to the remote Windows system, I used the password set up for that system.
Regarding your comment on curl not using passphrase: If curl did not use passphrase in my example, why did it complain about "Username/PublicKey combination invalid" (as shown in the output using the latest version of libssh2)? Should it look into ~/.ssh/known_hosts file just like "scp"?

Your command line examples with curl uses no passphrase! Do you use passphrase with scp?
