Summary: curl-7.{27,28}.0 fail to build with metalink and nss

Initial Comment:
When configured with --with-nss and --with-libmetalink, curl fails to build. An examination of the situation shows that tool_metalink.c doesn't have the code to build/link against nss for its ssl backend. The build system should catch this. See the downstream bug for details:

Right. So for now, disable metalink if you really want to use NSS - or add
the missing code. I don't consider this problem very important and might
work on it later if I can get all other open bugs fixed first.

We'll appreciate patches that fix the situation.
