Summary: file:// scheme doesn't support directory creation

Initial Comment:
Uploading to a subdirectory of a file:// location which fails because curl does not create missing directory hierarchy. This makes file:// differ from ftp:// which supports --ftp-create-dirs.

I miss this because I use git-ftp (https://github.com/resmo/git-ftp) which to deploy my website. git-ftp uses curl internally and I'd like to be able to push files to the local ~/public_html for testing.

Yes, I'll admit that this is a missing feature but not that it is a bug.

We'll gladly accept patches that provide this feature for file:// URLs as
well. Welcome to join the curl-library mailing list for further discussions
and/or questions about that.
