On version 7.16.1, when connect to windows's telnet server, it is wrong.

But curl can connect to Linux's telnet server.

we used windows default telnet server, you can start telnet servers on
control panel.
My Windows version: Windows XP SP2.

Is there a public such server anywhere that we can test against?

If not, what windows versions/installations offer this telnet server? (I'm
not much into windows things...)
