Summary: -R doesn't convert UTC correctly when using -o during DST

Initial Comment:
When I attempt to use curl.exe on Windows XP to
download a file and keep the "last modified" time the
same for the file, curl doesn't appear to correctly convert
to local time during Daylight Savings Time. The
command line for curl is:

curl.exe --remote-time -o <LocalFile> <URLofFile>

When I run curl with -I (curl.exe -I <URLofFile>) to get
the header, the last modified time appears in GMT
correctly. When I download the file however, the last
modified time become is GMT-1.

The webserver (IIS6) is functioning correctly. I also
verified that both the client and server are on the same
time zone and are both enabled for DST. If I copy the
file manually using Windows File Sharing, the time is
correct.

I can reproduce this on demand with any file.

Please let me know if additional data is needed. The
following is what is displayed for curl.exe --version:

curl 7.14.0 (i586-pc-mingw32msvc) libcurl/7.14.0
OpenSSL/0.9.7e zlib/1.2.2
Protocols: ftp gopher telnet dict ldap http file https ftps
Features: Largefile NTLM SSL SSPI libz

Yes, my time zone has DST so my test is valid.

But as the article Dan pointed us to explains, this is a
Windows flaw that is not easily worked around. I'm closing
this as a works-for-me since this works for all systems
except Windows.

I'd be very interested in case anyone can think of a
work-around.

I'll add a note to the FAQ about this.

It sounds like this due to Windows' broken-by-design UTC DST
conversion. See

OK. On my system, followling your exact steps and I'm
located in EDT (GMT-4). Note that EST is (GMT-5).

c:\curl>curl.exe -I curl.haxx.se

Last-Modified: Mon, 13 Jun 2005 15:00:11 GMT

c:\curl>curl -R curl.haxx.se -o dump
c:\curl>dir dump
06/13/2005 12:00 PM 14,611 dump
c:\curl>time /t 11:10 AM
c:\curl>date /t Mon 06/13/2005

Note how the curl times are 3 hours off? It should be 4 hours
right now.

Perhaps your time zone doesn't use DST? I believe the
issue is with DST.

And I am currently 2 hours away from GMT. It looks just
right to me.
