It is not done on purpose - I can't even see that I can make a form that
*doesn't* have this requirement. Whatever I do, it seems to request me to
login if I go to that page incognito.

Thanks for bringing this to my attention. I'll add a separate note that you
can also register for curl up 2019 by emailing us (and we can follow-up with
the questions we'd like registrees to answer).
