I just tried it with Curl 7.68 and OpenSSL 1.1.1d and your command set
and of course that works fine. I'm going to go back and sort out what
is the difference - btw the documentation says that it's advisable to
use --prefix and --openssldir so maybe it has something to do with

Either way this is one of those things that wasn't going to work until
I asked about it on a mailing list - and then of course it works.
