post release administration

Hi team,

We're at 26 hours after the first release announcement and no alarm bell has
gone off yet.

As per what we've discussed before, we our new regular release policy should
be to not open the feature window again after a release until the week after
the release went out to give everyone a few days and if we note something
seriously wrong we can act on it before we open the feature gates.

So, unless something bad happens, the feature window opens again on Monday
13th.

ALSO: Since the curl 7.68.0 release cycle was extended a week, the current
cycle was originally one week shorter but I've reconsidered and instead
pushed the future release dates one week into the future.

This makes our coming feature freeze to happen on Febrary the 5th and our next
release to ship on March 4, 2020.

The release google calendar has been updated accordingly.
